Patch 6.092:

	TFileName bug sugg by Jogy line 1321
	Added TFileTime::ToLocalTime(...), ToUniversalTime(…).
	BUG from 6.091 missed line in rcntfile.cpp line123: MruName = iniName;
	Fixed resource strings in richedv.rc
	Fixed _targv definition in winmain.cpp.
	Added Backward search option in TRichEdit - Greg Bullok claim it supported now.
	Greg Bullock suggestion: added functionality to nameMatch() function (docmanage.cpp): understand .~ names.
	TFileName::SetStatus() bug reported by Jogy.
	New class TLocalModule: see applicat.cpp/applicat.h to support internationalization of OWL.
